The Assessor is responsible for the valuation of all land and buildings in the Borough. These valuations, which are known as assessments, are the basis for the tax list that is prepared annually by the Assessor. The total of all assessments is the net taxable value that is used in calculating the tax rate in conjunction with the municipal, school, and county budgets. When the tax rate is applied to the assessment of a property, this produces the annual real estate tax for a property. The Borough contains over 3,100 taxable properties and 71 exempt properties such as churches and schools.
Whenever a deed is recorded for the transfer of property, the Assessor receives a copy of the deed so that the ownership information and sale price are recorded. The Assessor maintains a file on each property, which contains information such as a sketch of the building, the square footage, year built, number and type of rooms, and the land dimensions of the property.
If there is an addition or alteration to the property that results in a change of value, the Assessor visits the property and recalculates the assessed value. The Assessor also reviews applications for tax deductions for Senior Citizens and Veterans that are filed.
